Saiho (宰輔) is the official title of a kirin, who serves as a second-in-command next to the king. Out of respect for the kirin, the saiho is referred by the title of Taiho.
The saiho's role is primary to serve as the king's chief advisor, as well to serve as the governor of the province containing the kingdom's capital. Other provinces in a kingdom that lack a governor fall under the jurisdiction of the saiho by default; these provinces are said to be under "golden rule (黄領)" and are governed directly by the saiho.
