Minister of Development in Kei
The Ministry of Winter (冬官, Toukan)[1] is one of the Six Ministries and deals with the economic affairs of of the kingdom. It produces and sells Touki (冬器) to authorized weapon dealers, and cares for the royal treasures (宝重). It is also known as the Ministry of Works.
