Meikaku (明郭)[1] is the capital of Wa Province in the Kingdom of Kei. It is located a few days distance from Kokei.
Meikaku is a large city and is second in size only to Gyouten. When the town expanded, the people did not bother to take down the old walls but just added to them, creating a complex maze. Because of its location, Meikaku serve as a major crossroad for trade. It receives shipments from the port near the Kyokai, like wheat and woolen goods from the north.
When Gahou was in office he used to tax the travelers and goods--stating it was for safety precautions.
